How India Is Wiring Its AI Stack For Bharat-Scale Deployment

India’s AI story seems to have refused to follow the known plot of how cheaply systems could be built here and, instead, began demanding how well they could be ideated and scaled in the real world.

For years, the country was seen as a reliable back office for global technology firms, where software was test-run, debugged, and shipped at scale. With AI, India has broken out of that perception. It is now wiring the entire AI stack and readying it for the global market. 

The good-old back office has geared up to transform into the board room. The Bharat AI Startups Report 2026, published by Inc42 in collaboration with Google, described this shift as structural. While the frontier model development remains capital-intensive and globally concentrated, India is optimising for scale, efficiency, and adoption, building an AI ecosystem aligned with its economic and demographic realities.

In such an environment, AI products are tested not in the confines of the labs, but in the open. “Indian startups don’t just build cheaper, they can iterate more per dollar and reach profitability sooner as build friction falls,” said the report.

India And The Global AI Race

India’s AI opportunity is not defined by who trains the largest models, but by who can deploy systems that work across languages, income levels, devices, and trust thresholds.

As BharatGen CEO Rishi Bal pointed out, one of the biggest misconceptions around ‘AI for Bharat’ is the belief that India is structurally behind. The dominant narrative still assumes “that we won’t be able to do it, that we don’t have enough GPUs or enough money, and that the lead the rest of the world has is insurmountable”, even though such assumptions fail to stand against India’s evolving AI stack.

The scale is evident. India has over 886 Mn internet users and more than 692 Mn social media users, making it one of the largest digital markets globally. It also ranks second in AI app downloads, with 177 Mn downloads recorded in 2024, according to the report.

Internet access or social media or downloads, however, does not guarantee success, given the fact that the users are cost-sensitive, linguistic preferences are fragmented, and reliability expectations are high in sectors such as finance, healthcare and government services. Failure is often foretold.

The report noted that while India’s AI app adoption is among the highest globally, monetisation remains low. In-app purchase revenue stood at $12 Mn, even as growth accelerated sharply at 198% on-year, far exceeding China’s 24%.

This divergence between adoption and revenue reflects the nature of India’s market. AI products that work in controlled, English-first contexts often break when exposed to the diversity. The ecosystem is forcing builders to move early from prompts to workflows, from demos to systems, and from novelty to repeatability.

This shift is visible in how the interfaces are evolving. Voice is emerging as a primary deployment layer in a market that forces AI systems to handle real-world complexities across language, intent, and trust, rather than controlled, text-first inputs. 

“One would imagine that voice AI would have had a significant impact on India with voice being the predominant form of communication. However, to be honest, it is a mixed bag currently,” Prayank Swaroop, partner at Accel, said. Voice AI, he added, could revolutionise sectors, yet users mainly encounter spam calls.

These opposing forces are reshaping the AI ecosystem, where success is measured by durability and meaningful, production-grade use cases, not just raw performance. “Building models is the hardest part,” Bal said.

Public Rails Lowering Cost Of Attempts

A key advantage for India in going deployment-first is the presence of public AI infrastructure that lowers the cost of experimentation.

At the centre of this is the IndiaAI Mission. With an allocation of INR 10,300 Cr, the programme aims to deploy around 38,000 GPUs and provide subsidised compute access at approximately INR 59.54 per hour. This helps early-stage AI startups in product development.

By reducing dependence on expensive private compute, public rails lower the “cost of attempts”. Startups can test ideas, discard them, and iterate faster without locking capital into infrastructure.

This is amplified by complementary initiatives like Bhashini, which provides infrastructure in 22 Indian languages and processes more than 100 Mn monthly inferences, directly addressing one of the biggest barriers to AI deployment in India. National AI supercomputing platform AIRAWAT offers over 100 petaflops of compute capacity for research and strategic applications.

These platforms function as shared infrastructure. The government builds the rails, while startups, enterprises and academia create the applications. The intent, as the report outlined, is to “compress prototype-to-production timelines and reduce build friction”. Instead of spending months securing infrastructure, teams can focus on system design, integration and real-world deployment earlier in the product lifecycle.

Vernacular Depth And Trust At Bharat Scale

If public rails enable experimentation, vernacular depth and trust ease sustainability.

Vernacular depth refers to the use of AI in achieving deep cultural, contextual, and linguistic resonance with local, regional audiences. This is essential given India’s linguistic diversity. The report reframed it as a moat. Around 57% of Indian internet users prefer Indic languages, forcing AI products to work beyond English by default.

Startups building vernacular-first AI systems have realised that language is not just an interface problem, it affects intent recognition, error handling, consent flows, and user trust. Systems that succeed at Bharat scale must handle ambiguity, low-quality inputs and cultural nuance without breaking.

“What breaks first at Bharat scale is dependency. Most of the AI companies are essentially AI wrappers,” Ganesh Gopalan, cofounder and CEO of Gnani.ai, told Inc42. These wrappers collapse under India’s divergence. 

“Context and data quality, and not just language or models, collapse in the hurdle,” said Ashutosh Prakash Singh, cofounder and CEO of RevRag.ai. He noted that AI trust is built on safety, auditability, and privacy. People trust AI more when it behaves predictably and safely, not when it just sounds intelligent.

The report stressed how vernacular-first platforms are enabling adoption across tier II and tier III markets, where English-centric systems struggle to scale and mentioned platforms such as Sarvam AI, which supports 22 languages with over 10 Mn conversation turns, and CoRover AI, which delivers “99% accuracy across more than 100 languages”. 

These capabilities are also becoming relevant beyond India, particularly in other multilingual and emerging markets.

Trust compounds this challenge. In sectors such as BFSI, healthcare and public services, AI systems must be explainable, auditable and reliable. “Trust shows up in the fundamentals of the product, not in claims… More importantly, trust is earned in outcomes,” Gopalan said. 

Bharat-scale deployment is forcing builders to think in terms of workflows rather than prompts, safeguards rather than outputs, and reliability rather than novelty. This raises the bar for defensibility.

As Rahul Agarwalla, managing partner at SenseAI Ventures, noted, the differentiation for AI startups in 2026 has moved decisively “from intelligence to utility”. 

Bal of BharatGen believes many founders still approach AI too narrowly, focussing on what can be built by calling an API, rather than creating defensible value deeper in the stack. In his view, India’s opportunity lies in founders getting more hands-on with the underlying models themselves.

What Moves In India Can Travel Globally

Teams that can successfully deploy AI in India are building for one of the hardest operating contexts globally. They are forced early to solve for scale, diversity, trust and cost at the same time.

This has consequences in product design. Successful teams move quickly from demos to repeatable workflows. They invest in monitoring, exception handling, and human-in-the-loop controls. They price for outcomes rather than usage. This helps create systems that are inherently export-ready.

As global AI regulation becomes more demanding, products built within India’s structured regulatory environment may find it easier to adapt to compliance-heavy markets. Trust and governance become characteristics, and not constraints.

While India may not dominate capital-intensive frontier model development, it holds a clear advantage in assembling a scalable, software-led, language-native AI stack optimised for deployment, noted the report.

From an investor’s lens, Agarwalla said this is why the workflow depth is emerging as the most defensible moat. At SenseAI, the firm is increasingly underwriting companies that embed deeply into how work actually gets done across systems, decisions and edge cases.

With public rails lowering the cost of attempts, vernacular depth raising the bar for defensibility, and regulation providing clarity, India is fast becoming a proving ground for real-world AI, with the stack being put together. The question now is not whether India can deploy AI at scale in 2026, but how much of that capability it can convert into durable global value.
